  Prime Minister says that left-wing extremism is the greatest internal security threat. Even though there has been marked decline in terror incidents in 2008 and 2009 in Jammu and Kashmir, infiltration levels have shown an increase. Several states are affected by the naxalism they are also dividing our society on regional and communal lines. Today, Maoists blew up railway tracks near Rajla station on Jhaja-Jasidih section of East Central Railway in Bihar's Jamui district, officials said.
Several trains have already been cancelled on the route because of the 72-hour bandh called by the Naxals in four states -- Jharkhand, Bihar, Orissa and West Bengal to protest the proposed 'Operation Green Hunt' to be launched by Centre against them.
at Chief Ministers' Conference on Internal Security in which issues of terrorism, naxalism, insurgency and modernisation of police and intelligence infrastructure is being discussed .
Prime Minister Manmohan Singh said “hostile groups and elements operate from across the border to perpetrate terrorism and Jammu and Kashmir faces the brunt of this, currency notes are being printed and smuggled into the country from across the border and there is a need for coordinated efforts between states and the Centre to tackle the menace,.” Emphasizing that law and order and police being a state subject it is the primary responsibility of states to strengthen the police forces
"The first duty of the government is to provide security to its people without which no development is possible," he said. Chidambaram said, "A lot more needs to be done by the states on their own as the requirement (police modernisation) is huge. There is a need for the states to quickly recruit sufficient number of policemen to fill-up the existing vacancies and bring about the desired expansion of their forces." Under the plan of modernisation of police force, the Centre has taken major steps to equip its paramilitary forces with new weapons and equipment and would continue to do so. But a lot more needs to done.
